KADUNA STATE PUBLIC PROCUREMENT AUTHORITY (KADPPA)

Pre-Qualification of Consultants to Conduct Procurement Audit of Six (6) Ministries, Departments and Agencies in Kaduna State.
The Kaduna State Government, through the Kaduna State Public Procurement Authority (KADPPA) herein after referred to as the “Authority” has intention to improve efficiency of service delivery by conducting a Procurement Audit in Six (6) MDAs in the State. The Procurement will enhance the Authority’s functions in an effort to produce efficient procurement system for the state so as to have Value for Money (VfM) in the state procurement.

1 Conduct of Procurement Audit of three (3) MDAs. i) Ministry of Works, Housing & Transport.
ii) Ministry of Health & Human Services.
iii) Ministry of Education, Science and Technology. 1
2 Conduct of Procurement Audit of three (3) MDAs. i) Ministry of Finance.
ii) Ministry of Rural & Community Development.
iii) Ministry of Agriculture & Forestry 2
In the light of this, the Authority is desirous to procure as follows:

The Authority wishes to invite interested qualified, competent and reputable Consultants to submit pre-qualification documents to show their Technical Competency.

Pre-Qualification Requirement
Consultants are to provide the company profile which shall include and MUST be arranged in this order:
i. Evidence of Registration with Corporate Affairs Commission (CAC)
ii. Current registration with Kaduna State Public Procurement Authority (KADPPA Annex, former Tenders Board),
iii. Evidence of Tax clearance for the last 3 years (2016 – 2018).
iv. Auditors report for the last 3 years (2016-2018).
v. VAT registration and Remittances.
vi. Evidence of Current Registration of Business Premises with Kaduna State Ministry of Commerce, Industry and Tourism.
vii. Evidence of Compliance with PENCOM
viii. Evidence of Compliance with Industrial Trust Fund (ITF)
ix. List of professional staff with qualifications and registration with appropriate professional bodies.
x. Previous similar works executed at least 3Nr. with evidences of awards and completion and/or certificates of payments within the last Five (5) years.
xi. Any other document that may be necessary to pre-qualify the bidder.
xii. Each prequalification document must be paginated and duly signed by an authorized personnel
Submission/Closing of Receipt of Pre-Qualification Documents
The prequalification documents and other supporting documents shall be fully paginated and sealed in 2 (Two) separate envelopes. The original prequalification and 4copies will be put in the same envelope sealed and marked “Technical” with the Project Description and Lot Number including the address, telephone numbers of the company at the reverse side and be placed in the MDA’s Box.
The second Original will be placed in a separate envelope, sealed and marked as “Control Copy” with the Project Description and Lot Number including the address, telephone numbers of the company at the reverse side and be dropped in the Tender Control Box (TCB). The envelopes shall all be sealed and addressed to:

Sir, Kashim Ibrahim House,
Government House, Kaduna.
Kaduna State.
Submission of Bids
All Pre-qualification documents are to be dropped between the hours of 8.30am to 3.30pm Monday to Thursday and 8.30am to 12.30pm on Friday respectively at:
The Conference Hall,
Ministry of Works, Housing and Transport,
Kaduna,
Kaduna State.
On or before 17th July, 2019. The receipt of the pre-qualification shall close at 12.00Noon
Bid Opening
All the pre-Qualification documents shall be opened immediately after the deadline at the Conference Hall, Ministry of Works, Housing and Transport, Kaduna on the closing date, in the presence of all interested bidders that choose to attend.
PLEASE NOTE THAT:
o The Pre-Qualification documents shall be opened at the close of submissions.
o Late submissions shall be rejected.
o This advertisement shall not be construed as a commitment on the part of Kaduna State to contract any company nor shall it entitle any firm submitting documents to claim any indemnity.
o Kaduna State Government reserves the right to take final decision on any of the submissions received.
o Submission through email or fax will not be accepted.
o All submissions must be made in English language.
